Stranded individuals only need med. certificate, travel authority to go home – DILG

Stranded individuals who wish to go home to their respective towns or cities only need to secure medical certificate and travel authority, the Department of the Interior and Local Government said Saturday.

“Dalawa lang po yung kailangan ninyong ihandang dokumento. Yung medical certificate at yung travel authority,” DILG Undersecretary Jonathan Malaya.

(You only need to secure two documents: a medical certificate and a travel authority.)

The medical certificate should be requested first from the health office of the local government units where the stranded individuals are located, before they can apply for travel authority at the relevant police offices.

Police stations in the country have been ordered to set up help desks for the said purpose and to extend other possible assistance.

Malaya said the medical certificate does not require the applicant to take a rapid test or a PCR test for the coronavirus disease 2019 (COVID-19).

“Itong medical certificate ay nagsasaad lamang na hindi kayo contact, suspect or probable or confirmed COVID-19 case at nakasaad din na kayo ay nag 14-day quarantine, base sa protocols ng DOH (Department of Health),” said Malaya.

(The medical certificate states that you are not a contact, suspect, or probable or confirmed COVID-19 case, and also have undergone the 14-day quarantine based on the protocols of the DOH.)

Locally stranded individuals with medical certificates from the local government units can apply for a travel authority at the PNP Help Desks.

In a press statement, the DILG said that under the guidelines, stranded individuals who wish to return home to another barangay within the same municipality or city must secure the travel authority from the municipal or city police chief.

Those whose place of residence is in another town/city in another province have to get their travel authority from the Police Provincial Director’s office.

And those who need to travel to another province and region must secure their travel authorities from the Police Regional Director.

“Ito lang po ang dalawang dokumento na kailangang ipakita ninyo doon sa inyong lugar kung saan kayo uuwi. Tatanggapin kayo ng inyong local government unit kung meron po kayong dalawang dokumentong ito,” Malaya said.

(These are the only two documents you need to show your local government unit and they will accept you back if you have these documents.)

The DILG said locally stranded individuals include foreign nationals or Filipino citizens such as construction and domestic workers, tourists, students, and other individuals stranded in various areas while in transit and those who have expressed intention to return to their place of residence.

Malaya also said that they received reports that some LGUs are asking for up to P3,000 in fees for the medical certificate.

“Kung na-stranded na nga sila at hihingan pa natin sila ng napakalaking halaga ay that defeats the entire purpose of seeking a medical certification. Gusto na pong makauwi nitong ating mga kababayan. Sana, po wag na nating pahirapan pa sila,” he said.

(If we ask them to pay such high fees, then that defeats the entire purpose of seeking a medical certification. They want to go home. Let’s not make it difficult for them.)
